States have passed a recreational marijuana law to strictly regulate the drug’s use by banning public use places where it can be easily bought and the quantity that can be grown at home. Jennifer Raphael Komsky earned her B.S. in 1994 from the University of California, Santa Barbara and earned her J.D. degree in 1997 at the University of the Pacific, McGeorge School of Law. She was admitted to the State Bar in 1997.
